How Do I Apply for A Rebate Policy for Using Electric Bikes in Denver?

E-bikes are bicycles with a motor that give riders a boost. Electric bikes are rechargeable and can travel up to 28 mph. When you use an e-bike to get around, you can:

  • Replace daily car trips with e-bike rides to save thousands of dollars per year on fuel and maintenance
  • Ride farther and over more difficult terrain
  • without getting sweaty
  • Whether you're running errands or commuting to work, you can reduce your carbon footprint

Residents of Denver will be able to apply for a $400 instant rebate when purchasing a qualifying electric bike (e-bike) from a participating bike shop beginning April 22, 2022. Low-income residents may qualify for a $1,200 instant rebate. E-cargo bikes are eligible for a $500 instant rebate. Applicants will receive a voucher via email once their applications are approved. E-bike vouchers may only be redeemed at participating bike shops at time of purchase.

As part of Denver's Climate Action Rebate program, the city is also incentivizing residents to install highly efficient, all-electric energy equipment. The program kicks off on Friday, April 22.

What qualifications do participants need?

The applicant must reside in Denver, Colorado, and be at least 16 years old. A Denver address must be provided. Applications must be accompanied by one year's worth of documentation. Examples include: 

  • Computer Generated Bill (utility, credit card, doctor, hospital, etc.) 
  • Bank Statement 
  • Pre-Printed Pay Stub 
  • First-Class Mail (from a government agency or court) 
  • Current Homeowner's, Renter's, or Motor Vehicle Insurance Policy 
  • Mortgage, Lease, or Rental Contract 
  • Transcript or Report Card from an Accredited School 
  • Motor Vehicle Registration 
  • USPS Change Of Address Form (CNL107), 
  • DD214 
  • Individuals who are unable to provide acceptable documents to verify their physical Denver, Colorado address may be eligible to provide alternative documents to meet the requirements 

To meet the “Income-Qualified” requirement, the applicant must meet one of the following:  

(a) current enrollment in the State of Colorado Low-Income-Energy Assistance Program (LEAP) 
(b) current enrollment in Energy Outreach Colorado’s Colorado Affordable Residential Energy Program (CARE) 
(c) current enrollment in Colorado’s Weather Assistance Program (WAP) 
(d) current enrollment in another Xcel Energy income-qualified demand side management program 
(e) current enrollment in Xcel Energy’s income-qualified Community Solar Gardens program 
(f) current enrollment in Supplemental Nutrition Assistance Program (SNAP) 
(g) current enrollment in Temporary Assistance for Needy Families program (TANF) 
(f) have a household income below 60% of the state of Colorado’s median income, below 200% of the relevant federal poverty level, or below 80% of area median income. 

What is the instant rebate amount?

  • $400 for all Denver residents, $1,200 for income-qualified residents
  • plus $500 for e-cargo bikes
  • The incentive amount cannot exceed the total purchase price
  • for one e-bike per person

Which e-bikes are eligible to participate in this policy?

All classes of e-bikes (1, 2, 3)

  • Class 1: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 20 m.p.h.
  • Class 2: an electrical assisted bicycle equipped with a motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 m.p.h.
  • Class 3: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 28 m.p.h.
The electric motor must be 750 watts or less and cannot be gas-powered


No full-suspension mountain bikes will be accepted

No minimum or maximum purchase price

Are e-cargo bikes eligible to participate in this policy?

A cargo bicycle must have an extended frame that can carry additional people or cargo. An e-cargo bike must meet the following criteria:

  • Capable of carrying one or more passengers in addition to the rider
  • Designed for carrying heavy or bulky loads

OR E-cargo bikes are defined as having three of the following:

  • The total weight capacity of the bike (rider + bike + cargo) is at least 400lbs.
  • An extended frame is designed to carry additional containers, bags, or passengers or includes a cargo rack as a standard component.
  • Additional attachment points are available (front/back) to support the addition of baskets, racks, and seats.
  • Bicycle marketed or advertised as a "cargo" or "utility bike" outside of what is typical for an e-bike used for commuting.

In order to qualify for the e-bike rebate, the purchased e-bike must be purchased from a participating bike shop after the launch of the e-bike Climate Action Rebate program for personal use only and not for resale.
